How to attract investors to the sport?

On the other hand, modest gyms, which are based only on the enthusiasm of coaches who are raising tomorrow&#39;s Champions. Everyone understands that without the second can not be the first. However, most regional sports institutions are funded from the budget on a residual basis. To increase the load on the Treasury is difficult, long and not always effective. Perhaps we should try to expand the practice of attracting investors? Liter.kz will consider options for public-private partnership for the development of sports.<br /> The most urgent need for the renewal and development of sports infrastructure is the children&#39;s sports schools (youth). As a rule, gifted children are taught here on a permanent and free basis. It is from these walls that the bulk of the winners and prize-winners of major international competitions come out. Kazakhstan has already built a scheme for the implementation of PPP projects in the field of sports, when a businessman is already working with a ready-made object, and the state rents premises from him, placing students in them.</span></p> <p><span style=”font-size:16px”>This option of partnership is convenient by a clear delineation of areas of responsibility: teachers representing the state are focused on the training process, and the businessman is responsible for maintenance (maintenance of the building, provision of sports equipment, inventory, etc.). In this case, the investor, that is a partner of the state, saves on the construction of a new sports and recreation complex (FLC), and the professionals of the youth school take off their worries on the organization of conditions for children. According to this scheme, 5 facilities in Kyzylorda region and one project in Almaty and Aktobe regions, where the state rents football fields from a private partner, have been operating since 2018.</span></p> <p><span style=”font-size:16px”>A variation of the same approach: the businessman also works with the finished object, but independently organizes all the activities of the sports school. This reduces the number of standby students in the school. In turn, the state reimburses the operating expenses of the entrepreneur.</span></p> <p><span style=”font-size:16px”>According to this scheme, there are 7 sports facilities, where a private partner provides services in different sports: from arm wrestling to bullet shooting in the Turkestan region and in the city of Shymkent.</span></p> <p><br /> <span style=”font-size:16px”>In itself, the construction of facilities at the level of DYUSSH &ndash; a resource-intensive process that does not allow you to quickly solve the problem. While the above two PPP mechanisms allow to combine the available resources from the private and public partners and most effectively solve the issue of training of athletes and congestion of sports schools, if any. Along with the lease of sports facilities, PPP mechanisms also provide for the possibility of building large facilities. For example, ice palaces in Mangistau and Kostanay regions, the construction of tennis courts in the city of Aktobe and the construction of the Fock in the Turkestan region. Often in such projects among private partners can be former athletes and businessmen who already have experience in this field.</span></p> <p><span style=”font-size:16px”>This factor is very positively assessed, because PPP in sports involves not only the construction of a sports facility, but also the provision of operational activities with an understanding of all the subtleties of doing such business. However, there are also pitfalls. By the way, the amount of PPP contracts in the field of sports in 2018 is 19 billion tenge. And it is worth saying that in some cases, businessmen impose excessive and unilateral demands on the state as a partner, considering it rather as a source of irrevocable financing. Therefore, it is necessary to provide a systematic approach to projects in the field of sports. For example, the private partner can organize paid circles for the population &ndash; not students of DYUSSH, rent free premises for a cafe with sports nutrition or other activities. This will provide the entrepreneur with an additional source of income, thereby reducing the burden on the state budget.</span></p> <p><span style=”font-size:16px”>In General, the interest of the private sector in the implementation of sports projects is growing every year. In 2016, 3 such agreements were signed &ndash; all in Aktobe region. In 2017 &ndash; already 18 projects. In 2018, of the 311 contracts PPP in the field of sports had 19 contracts.&nbsp;</span></p> <p><span style=”font-size:16px”>In General, as practice has shown, sport and PPP have found points of intersection. And it&#39;s not just the business approach. Sports institutions educate future Champions, and one of the basic priorities of the Kazakhstan PPP Center #Peoplefirst is a person in the first place.
